Outlook is sending the PDFs using quoted printable rather than base64 encoding. In other words 0D 0A in the original gets replaced by 0A when you detach it. I can open all attachments received and can open them on the message that I am sending before sending it. I am user 4 on the Office that my daughter loaded of 5 users after uninstalling Office that was giving me the same problems.
